Summit Season

There's talk of a three-way summit between Bush, new Canadian PM Stephen Harper, and outgoing Mexican President Vicente Fox. One of the agenda items reportedly will be the economic impact of the rising economies of China and India.

This is good. It's also interesting that this will be the first time all three North American countries are under right-wing rule, more or less. However, if they want to discuss the impact of China and India, they should follow this up with a three-way summit between Harper, Bush, and Australian PM John Howard. Of course they could always invite Indian PM Manmohan Singh to drop in as well.

Harper, Bush and Howard are an excellent idea, as is Mohinder Singh. But I think President Fox needs to be included. Hopefully, he will have passed some intelligent thinking and world vision on to his successor, and despite not being in the Anglosphere, it will be helpful to have Mexico onside.

Long overdue. Right now Mexico is having serious problems in its maquiladora light industrial sector as China's entry into the region becomes increasingly pronounced. Needless to say, Mexico cannot match the industrial capacity nor price of Chinese goods and it is making the country suffer. This is also a concern to the United States and Canada - they both have free trade agreements with a number of Latin American countries who also have, or are in the process of creating, free trade regimes with China. This could be used by the PRC to dump loads of goods on the US and Canada through the backdoor. It is essential that the NAFTA (and CAFTA-DR) economies face this issue squarely and seriously.

An interesting followup would be for the United States to try and push for agreements to encourage further investment - in both the service and industrial sectors - to help offset China's influence. But since Bush is going to India soon, it may be more prudent to do it there. That would be a nice time too meet up with Howard too.
